The Honorable Edward Rendell
Governor of Pennsylvania
225 Main Capitol Building
Harrisburg, Pennsylvania 17120
Dear Governor Rendell,
On behalf of the Point Township Board of Supervisors and the residents of Point Township I am writing to you express our support of Congressman Chris Carney’s request to you to reactivate the Central Susquehanna Valley Thruway (CSVT) project from its current state of “hibernation” to a state of “design”. The notice of hibernation given to our community last year after many years of promises by PennDOT, assurances made by multiple Administrations and the allocation of millions of dollars of taxpayer money is not helping to ease public sentiment towards the effectiveness of our elected leaders in Harrisburg. To further compound that sentiment, the growing reality exists that countless citizens have been guided over the past thirty (30) plus years of their lives as to where to work and where to raise a family due to these public commitments.
While monies spent by the Commonwealth on preparation for this project dwarf what has been spent by local municipalities, this continual tail spin our municipalities find themselves in can not be allowed to persist. At the local level we find ourselves in the same fiscal duress that PennDOT iterates as the reason for the hibernation. However we must press on as we owe it to people we represent past and present. Last years rising costs of “doing business” have seen dramatic shifts once again and this time in a direction that should help our cause. Major portions of the CSVT are ready for the next evolution of the project and construction costs are greatly reduced. Such as the price of liquid asphalt which has dropped from a high of $834 per liquid ton in August of 2008 to a cost $340 per ton according to the Pennsylvania Asphalt Pavement Association. This reduction in cost is further passed on to other materials needed for the project, such as steel.
Our area is also hurting for jobs like much of our Commonwealth and Country and this project would help local companies hire people back and get back on their feet. The Federal Highway Administration estimates that approximately 35,000 jobs are supported by every $1.25 billion invested in highway capital expenditures. Thus, one job is supported for every $35,715 in federal and state spending on highway and bridge improvements. If we consider the $350,000,000.00 construction price tag for the CSVT, a total of 9800 jobs would likely be created or sustained by the overall project during the project life. For an area that has lost thousands of jobs in the past 24 months this would be a huge boon for our collective local economy.
During Pennsylvania’s history the Susquehanna Valley has served as a main artery for commerce and transportation not only regionally but also nationally. As traffic continues to increase across the Commonwealth and the Nation, this corridor and the congestion it promotes is only going to worsen and as representatives of our citizenry we respectfully request that this project be given the priority in Harrisburg it has received locally and be given active status once again.
We are looking to you as a leader within our Commonwealth to keep this project moving ahead. Furthermore we ask that the proper respect be paid to the tax payer dollars already spent on this project so that those monies were not spent in vain.
Respectfully submitted,
Justin Dunkelberger
